Yet  many clinical sites are not comfortable with their ability  to develop  study budgets or  track  actual costs against  those budgets. Nearly one-third of the sites have difficulty  tracking costs against a budget. A slightly smaller number of sites point to  their  difficulties  in  developing  an  accurate study  budget  against  which  to  track  actual costs.
